$350K flips the policy

Above the simplified acquisition tier, FAR Part 19.7 directs primes to give small businesses the maximum practicable opportunity to participate in performance. At $750K and up ($1.5M for construction), other-than-small primes must carry a formal subcontracting plan with negotiated small business goals they report against.
